COP-14: Poznan

Climatico sent three analysts to the conference to report on the events as they happened. Including both this delegation and the wider group analysts, Climatico is providing immediate analysis on the role of the G20 countries in climate policy-making in the wake of COP-14. In addition, the international team is assessing the role of the conference itself.

COP-14 Decisions

  1. 1. Long-term CDM reform for the second commitment period has been postponed, leaving the incorporation of CCS and afforestation until CMP in Copenhagen next year.
  2. 2. No major alterations to the Joint Implementation System
  3. 3. The Adaptation Fund draft has been passed, operationalising the Fund in early 2009. However, there was extensive discussion during the CMP about the lack of funding both from the CDM levy and developed country contributions. Inside the negotiations themselves, developed countries were concerned about how funds are to be distributed from the adaptation fund and what it would be used for.
  4. 4. Proposals for REDD have been formally tabled until COP-15. The SBSTA group will conduct assessment studies on potential methodologies for emissions permits, the issues surrounding indigenous people, and the importance of local accountability.
  5. 5. Short-term CDM reform was only partially passed. Changes to the role of the Executive Board and the setting of a benchmark for additionality in CDM projects were excluded from the adopted report.
  6. 6. Interim targets were not included in discussions of the current or next commitment period, although many parties have made individual commitments.
